Columna de Isaac Cohen: Menos trabajadores

La creación de empleo en agosto, conforme las cifras divulgadas por el Departamento de Trabajo, se mantuvo dentro de la tendencia de modesto crecimiento que ha caracterizado el desempeño reciente de la economía estadounidense.

Junto a la revisión hacia abajo de 74,000 empleos en junio y julio, los 169,000 nuevos puestos de trabajo no agrícolas, creados en agosto, están cerca del promedio mensual de este año. Aún así, en agosto la tasa de desempleo disminuyó a 7,3 por ciento, desde 7,4 por ciento, porque 312,000 personas, por diferentes razones, dejaron de buscar empleo. Por ende, la tasa de desempleo se está acercando al 6,5 por ciento anticipado por el banco central como umbral para comenzar a subir la tasa de interés.

Para ser considerada desempleada, una persona debe estar buscando trabajo activamente y mientras así sea esa persona también es parte de la fuerza de trabajo.  Algunas razones para dejar las filas de la fuerza de trabajo pueden relacionarse con la edad o la jubilación, para volver a la escuela, o para auto emplearse. Pero en agosto, el número de personas empleadas o que estaban buscando trabajo, llamada la tasa de participación en la fuerza laboral, disminuyó a 63,2 por ciento, la cifra más baja desde agosto de 1978.

No hay mucho en las últimas cifras sobre empleo para persuadir al banco central que cambie la postura de la política monetaria. La respuesta ampliamente esperada vendrá el 18 de septiembre, al concluir en Washington la próxima reunión de la Reserva Federal.

          Job creation in August, according to the last figures released by the Labor Department, was within the trend of modest growth which has characterized recent US economic performance.

Together with the downward revision of 74,000 jobs in June and July, the 169,000 new nonfarm jobs created in August are close to this year’s monthly average. Even so, in August, the unemployment rate decreased to 7.3 percent, from 7.4 percent, because 312,000 persons, for different reasons, stopped looking for a job. Therefore, the unemployment rate is approaching the 6.5% anticipated by the central bank as the threshold to start increasing interest rates.

To be counted as unemployed, a person has to be actively looking for a job and as long as this is the case that person is also counted as member of the country’s work force. Some of the reasons for a person to leave the ranks of the workforce may be related to aging or retirement, to go to school, or to become self employed. However, in August the number of persons employed or looking for a job, known as the labor force participation rate fell to 63.2 percent, the lowest figure since August 1978.

          There is not much in these last employment figures to persuade the central bank to change the monetary policy stance. The widely expected answer will come on September 18, at the conclusion in Washington of the Federal Reserve next meeting.
