La reunión del Presidente Barack Obama y el Presidente de China Xi Jinping, el 7 y 8 de junio, ha sido caracterizada como una “cumbre en mangas de camisa,” porque no requiere protocolo estricto por no ser una visita de estado.
Esta semana, el Presidente Xi Jinping visitó tres países de la parte norte de este Hemisferio, Trinidad y Tobago, Costa Rica y México. La visita concluye con la cumbre de California, celebrada en Sunnylands, Rancho Mirage, en la que fuera residencia de invierno del filántropo y diplomático Walter Annenberg.
Entre los temas económicos que están en la mesa de negociaciones, esta vez, el tipo de cambio del yuan respecto al dólar no causa controversia. Durante los últimos dos meses, el banco central de China ha dejado que el yuan se aprecie respecto a dólar, 0.76 por ciento en abril y 0,5 por ciento en mayo. El otro tema económico es la participación de China en las negociaciones para crear una Asociación Trans Pacífica, la cual incluye a 11 gobiernos y a las que Japón se unió recientemente. La semana pasada, el Ministerio de Comercio y el de Relaciones Exteriores, por separado, emitieron declaraciones diciendo que el gobierno chino está considerando la posibilidad de participar en dichas negociaciones. Este es un cambio significativo de la actitud inicialmente sospechosa, divulgada en los medios chinos cuando comenzaron las negociaciones Trans Pacíficas.
En contraste, los temas de seguridad son mas complejos. Entre ellos, las ambiciones nucleares de Corea del Norte, los ataques cibernéticos que supuestamente se originan en China y las disputas marítimas entre China y sus vecinos.

CALIFORNIA SUMMIT
The meeting between President Barack Obama and the President of China Xi Jinping, on June 7-8, has been characterized as “a shirtsleeves summit,” because it does not demand strict protocol since it is not a state visit.
This week, President Xi Jinping visited three countries in the northern part of this Hemisphere, Trinidad and Tobago, Costa Rica and Mexico. The visit concludes with the California summit, held at Sunnylands, in Rancho Mirage, the former winter residence of the philanthropist and diplomat Walter Annenberg.
Among the economic issues that are on the negotiating table, this time, the dollar exchange rate of the yuan will not be controversial. During the last two months, the central bank of China has let the Chinese currency appreciate against the US dollar, 0.75 percent in April and 0.5 percent in May. The other economic issue is the Chinese participation in the negotiations to set up a Trans Pacific Partnership, which includes 11 governments and which Japan has recently joined. Last week, the Ministry of Commerce and the Foreign Ministry, separately, issued statements saying the Chinese government is considering the possibility of joining the negotiations. This is a major change of the initial suspicious attitude, which appeared in the Chinese media at the start of the Trans Pacific negotiations.
By contrast, security issues are more complex. Among them, North Korea’s nuclear ambitions, cyber attacks allegedly originating in China and the maritime disputes between China and its neighbors.
